Smoking vs. Vaping: Unpacking Their Environmental Impact in the UK

The debate around smoking and vaping often centres on health, but their environmental footprint is a crucial, yet often overlooked, aspect. In the UK, as habits shift, so does the nature of the waste and pollution generated. Let’s delve into the factual evidence to understand the environmental impact of both.

The Persistent Problem of Cigarette Litter
Traditional cigarettes, despite declining usage, continue to pose a significant environmental threat, primarily through their ubiquitous litter.

Plastic Pollution: The vast majority of cigarette filters are made from cellulose acetate, a type of plastic that does not biodegrade. Instead, they break down into microplastics, polluting our land and waterways. Research by Hubbub revealed that only 1 in 4 smokers realise cigarette butts are made from plastic, with many mistakenly believing them to be cotton [1].

Toxic Leaching: Each cigarette butt contains thousands of harmful chemicals, including arsenic, lead, and nicotine. When littered, these toxins can leach into soil and water, endangering plants and animals [2].

Scale of the Problem: Cigarette butts are the most littered item globally and in the UK. Approximately 122 tonnes of smoking-related litter are dropped across the UK every day [2]. In 2024, they were found on over half of UK beaches, highlighting their pervasive presence in our natural environments [2].

Deforestation: The tobacco industry’s environmental impact extends beyond the finished product. Commercial tobacco farming is a leading cause of deforestation, with vast areas of forests cleared annually. This contributes to habitat loss, reduced biodiversity, and increased greenhouse gas emissions [3]. For every 15 packs of cigarettes manufactured, one tree is cut down [3].

Air Pollution: While less visible than litter, the smoke from cigarettes releases thousands of chemicals into the atmosphere, contributing to air pollution. Studies suggest that the air pollution from just three cigarettes can be ten times greater than a diesel car’s exhaust [3].

The Emerging Challenge of Vape Waste
While vaping eliminates some of the issues associated with traditional cigarettes, it introduces a new set of environmental concerns, particularly regarding electronic waste.

E-waste and Batteries: Vaping devices, especially disposable ones, contribute to electronic waste due to their components like lithium-ion batteries, plastic casings, and circuit boards [4]. These items often end up in landfills, where lithium-ion batteries pose a fire risk and can leak hazardous chemicals into the soil and water [4].

Scale of Vape Waste: Recent figures are stark: in 2024, UK consumers purchased an estimated 13.5 million vapes every week. Disturbingly, 8.2 million single-use, pod, and “big puff” vapes are thrown away or improperly recycled every week in the UK – equivalent to 13 every second [5].

Plastic and Chemical Waste: Single-use plastic pods and tanks from vapes exacerbate plastic waste, taking hundreds of years to degrade if not properly disposed of [4]. Leftover e-liquid, particularly those containing nicotine, should be treated as hazardous waste due to its toxic chemical content, and never poured down the sink [6].

Resource Depletion: Every discarded vape represents a loss of valuable, recoverable materials such as lithium and copper, essential for manufacturing new products. The lithium wasted annually from disposable vapes in the UK alone could create around 5,000 electric vehicle batteries [6].

UK Regulations and Future Outlook
The UK government is actively addressing the environmental concerns of both smoking and vaping:

Disposable Vape Ban: From June 1, 2025, the sale and supply of single-use vapes will become illegal across England, Wales, Scotland, and Northern Ireland [7]. This significant measure aims to curb the rampant waste and appeal of these products to children [7].

Producer Responsibility: New Extended Producer Responsibility (EPR) rules will require manufacturers and sellers to finance the recycling and safe disposal of used vapes and e-cigarettes [6]. Retailers are also legally obliged to provide collection points for waste vapes [7].

Litter Legislation: Existing legislation like the Environmental Protection Act 1990 and the Clean Neighbourhoods and Environment Act 2005 aim to combat littering, with fines for those who drop cigarette butts [8].

Conclusion: A Shift in Environmental Burden
While vaping is generally considered less harmful to human health than smoking, as affirmed by Public Health England and the NHS [9, 10], its environmental impact presents a new and growing challenge. The shift from a largely biodegradable (though toxic) cigarette butt to complex electronic waste with valuable, hazardous components demands urgent attention.

The upcoming ban on disposable vapes in the UK is a crucial step towards mitigating the environmental toll of vaping. However, responsible disposal and increased awareness for all vaping products, along with continued efforts to reduce smoking-related litter, remain vital for a healthier, cleaner UK environment.
